They are only concerned that you do not use the program on a laptop on holiday and at the same time someone else is using it on another of your computers when they should be buying a licence. It does not require you to use the programs / machines only at that address - what happens if you move house, go on holiday with your laptop or other relocations.
The 'at that address' makes the assumption that you own up to three computers at your address. You can only use one of those installs at a time.
